How do I change the front turn signal bulb on my 1995 Chevy Camaro?

In the manual it says there is a panel with a few plastic screws that need to be removed from under the car in order to change the bulb. But when I looked under the car there are a lot screws and panels and splash guards that need to be taken off before I can get to the bulb. Is there an easier way? Did I just overlook the one panel that you pop out to get to the bulb? I would also like tips on changing the fog lamps.
