How can I open my fluorescent light fixture to change the bulb?

It's recessed into the ceiling, with no obvious hinges, knobs, or latches. The clear plastic cover that the light shines through doesn't move out of the way. The cover of the fixture is almost flush with the ceiling.How can I open my fluorescent light fixture to change the bulb?ive seen them with a little arm that just sticks out at the edge of the metal frame next to the plastic. There should be two of them on oone side that you pull out and they release the cover.
